A changing world requires both civil-military cooperation and stockpiles of primarily Whole Blood, Plasma and Medicines for mass casualty management and life-saving intervention. A mass casualty incident (MCI) may be defined as a disastrous event, such as hurricanes, major explosions, car accidents, train derailment, terrorist attacks or armed conflicts, where the number and type of injuries overwhelm the healthcare system.

According to NATO, (Non-binding guidelines, February 1999), one may reduce mortalities by transfusing Whole Blood (WB) at the Point-of-Injury (POI). The WB has cold platelets and thus maintains clot strength to stop massive bleeding.
